Router refused to connect. I would say your trying to connect to the isp side of the network hence a refused connection. I didnt have this problem before. This happens to another router too. After several minutes it should connect and open to a setup page. Kindly refer to the following picture to check if all the devices modem router and the computer are all connected via rj 45 cable.
