Toggle each switch until the light come on. Why 3 way switch not working. At the switch where you found power in step 2 put the other 2 wires you removed from the switch together and wire nut them. Usually when a 3 way switch fails lights can be toggled on and off at one switch but not the other. You generally need two people working together answer these questions. Each switch powers one or the other leg at all times. Set the electrical tester to the continuity or ohms setting. In the former case you may simply have a miswiring issue.
Next remove both switches. In the latter one of the switches has likely gone bad. First kill the circuit breaker and be sure there is no power to the circuit. There are many ways that a three way switch can be wired but usually power or the light fixture connect to the load side of the switch and traveler wires run between traveler screws on both switches.
