There is another switch somewhere. I purposely did this with a 2 gang dimmer box lutron dimmers so that the dimmer slides would be on the outsides of the plate.

The operation of the dimmer is correct in that position moving the dimmer slider up brightens the lights down dims the lights. If not then it is most likely one end of a 3 way switch. If this is the case perhaps the other switch is seldom used and.
